McDowell Technical Community College Honors 2025 Alumni Award Recipients

McDowell Technical Community College proudly announced the recipients of its 6th Annual Alumni Awards during the college’s recent commencement. These awards recognize outstanding alumni for excellence in career achievement and exceptional service to the college and our community. The 2025 honorees represent more than 35 years of McDowell Tech graduates making a lasting impact in McDowell County and beyond.

“These extraordinary alumni are living proof that education opens doors and empowers individuals to build better futures—for themselves and for the communities they serve,” said Dr. Kelley, President of McDowell Tech. “We are proud to celebrate their accomplishments and share their stories with our community.”

The 2025 Alumni Award winners are:

Paula Swepson, Dr. J.W. Kelley
Distinguished Alumnus Award & Career, Technical & Workforce Development – Outstanding Divisional Award: Paula Swepson ’84

A 1984 graduate of McDowell Tech’s Accounting program, Paula Swepson has dedicated her career to transforming lives in McDowell County through community development and economic empowerment. As Executive Director of West Marion Inc., she has secured over $10 million in investments for local programs and job creation, championing initiatives that uplift historically underserved neighborhoods.

Swepson’s leadership has been recognized statewide, including honors from CoThinkk, the NC Rural Center, and Dogwood Health Trust. She co-authored Shift Happens in Community, a national toolkit for grassroots leaders. Her tireless work brings together government, nonprofits, and residents to advance equity and justice in McDowell County. She is a member of the McDowell Technical Community College Foundation Board of Directors.

“Paula’s deep commitment to her community reflects the very best of McDowell Tech,” said Dr. J.W. Kelley. “She reminds our graduates that one person’s dedication can truly change the trajectory of a community.”

Distinguished Alumni Award: Judge Corey MacKinnon ’02

A 2002 graduate of McDowell Tech’s Basic Law Enforcement Training program, Judge Corey MacKinnon began his public safety career as a police officer and detective in Mooresville, NC. He later earned his Juris Doctor from Charlotte School of Law and joined the U.S. Army Judge Advocate General’s Corps.

He continues to serve in the Army Reserves, currently holding the rank of Major and appearing on the promotion list for Lieutenant Colonel.

In his civilian career, Judge MacKinnon served as an Assistant District Attorney before his appointment as a District Court Judge in North Carolina’s 41st Judicial District, covering McDowell, Polk, and Rutherford counties. He is widely respected for his fairness, compassion, and unwavering commitment to justice. Judge MacKinnon also gives back to the college as a dedicated member of the College’s Board of Trustees.

“Judge MacKinnon’s journey from student to judge, and his continued service to both country and community, sets a powerful example for our graduates,” said Dr. Kelley.

Career, Technical & Workforce Development – Outstanding Divisional Award: Mariana Garcia ’19

A graduate of several McDowell Tech programs, including Cosmetology in 2019, Mariana Garcia turned her education into a thriving enterprise with Mariana Hair Studio Salon.

Her salon not only serves clients with excellence but also creates professional opportunities for aspiring stylists. 

Her partnerships with organizations like Centro Unido and East Marion IPHC reflect her dedication to outreach and education.

“Mariana’s journey shows our students how workforce competencies combined with heart and determination can transform lives—not just for themselves, but for entire communities,” said Dr. Kelley.

Garcia is known for her community spirit—offering free services at local events, supporting charitable causes, and using her salon as a hub for sharing information about MTCC’s programs in both English and Spanish.

Heather Buchanan, Valerie Dobson

Outstanding Alumni Award: Heather Buchanan ’02, ’07

Heather Buchanan is a two-time McDowell Tech nursing graduate who embodies the spirit of compassionate care and mentorship.

After earning her Practical Nursing Diploma in 2002 and Associate Degree in Nursing in 2007, Buchanan served for many years at Autumn Care of Marion, where her devotion to residents earned her widespread respect.

Buchanan also taught Intro to Health Science at West McDowell Middle School, inspiring countless students to consider healthcare careers. Today, she serves as a Health Science Advisor and Success Coach at the college, where she provides steadfast support and guidance to nursing students navigating the demands of their programs.

“Heather’s kindness, wisdom, and unwavering commitment to her students are an inspiration to all of us,” said Valerie Dobson, Vice-President of Academics and Student Services and Chief Academic Officer. “She exemplifies what it means to lead with both skill and heart.”

Isaac Smith, Dr. J.W. Kelley

Young Alumni/New Graduate Award: Isaac Smith ’21

Isaac Smith graduated from McDowell Tech’s Associate in Science – College Transfer program in 2021, then transferred to NC State University, where he earned his bachelor’s degree Summa Cum Laude with a perfect 4.0 GPA. At NC State, Smith volunteered extensively with the Athletic Department while excelling academically.

Currently, he serves as a CAPA Associate at Baxter Healthcare, where he leads compliance investigations and holds the facility record for the most reports resolved in a single month.

Beyond his career, Smith remains active in his community through volunteer efforts with NC State Athletics and the McDowell Titan Athletic Booster Club. After last year’s hurricane, he organized shelter supplies, delivered food, and helped clear debris in Glenwood.

“Isaac’s achievements at such a young age, combined with his dedication to serving others, embody the promise and potential we see in every McDowell Tech student,” said Dr. Kelley.


Recipients were nominated by professional colleagues, MTCC faculty and staff, fellow alumni, and community members. Finalists were chosen by a committee comprised of MTCC Board of Trustees members, MTCC Foundation Board members, and college faculty and staff.
